Official Rules

1. Sponsor and Administrator

The I-66 Slugging Challenge (the "Challenge") is administered by AEM Corporation ("Sponsor" or "Administrator") in coordination with authorized contractors, service providers, and public-sector partners.

2. Challenge Period

The Challenge will take place during the dates published on slugi66.com. The Sponsor reserves the right to modify, suspend, or terminate the Challenge period as necessary.

3. Eligibility

The Challenge is open to individuals who:

- are at least 18 years of age;

- are employed or regularly commute to or from a place of work along the I-66 corridor; and

- register for the I-66 Slugging Challenge through slugi66.com.

To be eligible for prize drawings that rely on verification, participants must:

(1) register for the I-66 Slugging Challenge;

(2) create a Commuter Connections account;

(3) enroll in the Commuter Connections Rewards Program within the CommuterCash Mobile Application ("Commuter Cash"); and

(4) meet applicable eligibility requirements of that program.

Participants must use the same email address or another approved matching identifier across systems.

Participation is voluntary. No purchase is required to participate or win.

4. How to Participate

To participate in the Challenge, participants must:

- Register for the Challenge on slugi66.com;

- Participate in slugging (casual carpooling) along the I-66 corridor; and

- Log eligible trips using Commuter Cash or other methods designated by the Sponsor.

Each eligible trip or qualifying activity may generate one or more entries into prize drawings, as described on slugi66.com or related Challenge materials.

Qualified Trips

For purposes of the Challenge, a "Qualified Trip" is a verified slugging trip recorded through the CommuterCash Mobile Application.

  • A Qualified Trip must meet Commuter Connections CommuterCash program requirements.
  • A Qualified Trip may be completed by either a rider or a driver.
  • A Qualified Trip must:
    • Begin at an eligible I-66 slug pickup location and end at the participant's workplace location for a morning commute; or
    • Begin at the participant's workplace location and end at an eligible I-66 slug pickup location for an afternoon commute.
  • Eligible slug pickup locations for purposes of this Challenge include:
    • University Boulevard; and
    • Monument Drive.
  • A Qualified Trip must be properly initiated and recorded through the CommuterCash Mobile Application and must meet all applicable verification requirements established by the Sponsor and Commuter Connections.
  • Participants may receive credit for a maximum of:
    • Two (2) Qualified Trips per weekday (one morning trip and one afternoon trip); and
    • Ten (10) Qualified Trips per Challenge Week.
  • A "Challenge Week" means Monday through Friday during the Challenge Period. Federal holidays are not considered weekdays for purposes of this Challenge and do not count toward daily or weekly trip limits.
  • Trips exceeding these limits will not be counted toward Challenge standings, prize eligibility, or other incentives.

5. Prize Entries and Verification

Entries into prize drawings are based on eligible participation and verified activity.

For trip-based prizes and incentives, only Qualified Trips that are successfully verified through Challenge-approved methods will be counted. The Sponsor's records regarding the number of Qualified Trips completed by a participant shall be final and binding, absent manifest error.

As outlined in the Data Sharing Authorization, verification may rely on data shared from the Commuter Connections and its services and programs (including, as applicable, ridematching, the Guaranteed Ride Home program, and commuter incentive programs).

Such data may include, but is not limited to:

- trip activity data;

- account identifiers used for matching;

- participation or eligibility information related to Commuter Connections programs.

To be eligible for prize drawings tied to verified participation, participants must:

- comply with all registration requirements;

- log eligible trips in accordance with Challenge requirements and applicable program rules; and

- ensure that their information can be reasonably matched and verified.

The Sponsor reserves the right to disqualify any participant whose:

- activity cannot be verified;

- data cannot be reasonably matched;

- conduct appears fraudulent or inconsistent with the integrity of the Challenge; or

- participation otherwise violates these Official Rules.

All decisions regarding eligibility, verification, and winner selection are final to the extent permitted by law.

6. Prizes

The Challenge may include the following types of prizes:

Weekly prizes

Participants may be eligible to win one or more weekly prizes during the Challenge period.

Approximate Retail Value (ARV): up to $100 per prize.

Grand prize(s)

One or more grand prizes may be awarded at the conclusion of the Challenge period.

Approximate Retail Value (ARV): up to $250.

The grand prize winner will be the eligible participant who records the highest number of verified Qualified Trips during the Challenge period, subject to these Official Rules and any applicable tie-breaking procedures.

Additional incentives

The Sponsor may offer additional incentives, bonus opportunities, or mini-challenges during the Challenge. Details will be provided as applicable.

Number of prizes

The number and type of prizes available will depend on the number of drawing periods and any additional incentives offered. The Sponsor reserves the right to modify prize quantities, types, and timing, provided such changes are communicated on slugi66.com.

Odds of winning

Odds of winning depend on the total number of eligible entries received during the applicable drawing period.

General prize conditions

- Prizes are non-transferable and may not be redeemed for cash unless required by law.

- The Sponsor reserves the right to substitute a prize of equal or greater value if necessary.

- Winners are responsible for any applicable federal, state, or local taxes.

Publicity Release for Winners

The Sponsor may request permission to use and publish the winner's first name, morning slug line location, photograph, and likeness for purposes related to administration and promotion of the Challenge, including publication on slugi66.com, Sponsor websites, social media channels, newsletters, and other Challenge-related communications, without additional compensation, except where prohibited by law.

The Sponsor may request that winners provide a photograph suitable for publication. Failure to provide a photograph will not affect prize eligibility; however, the Sponsor may announce the winner using the winner's first name and slug line location only.

7. Winner Selection and Notification

Winners will be selected through random drawing or another method determined by the Sponsor from eligible entries.

Tie-Breaking Procedure:

If two or more participants have the same total number of Qualified Trips during the Challenge period and the tie affects eligibility for a prize, the tied participants will be entered into a random drawing conducted by the Sponsor. The participant selected through the random drawing will be deemed the winner of the applicable prize.

Winners will be notified using the contact information provided at registration.

If a selected winner:

- cannot be contacted;

- does not respond within a reasonable period; or

- is determined to be ineligible;

the Sponsor may select an alternate winner.

Publicity Release for Winners

The Sponsor may announce winners using the winner's first name, photograph (if provided), and morning slug line location in connection with Challenge promotion and winner announcements as described in these Official Rules, the Privacy Notice, and any applicable Data Sharing Authorization. Failure to provide a photograph will not affect prize eligibility. If a photograph is not provided, the Sponsor may announce the winner using the winner's first name and morning slug line location only.

8. Use of Data

Participation in the Challenge requires the processing of personal data as described in the Privacy Notice and Data Sharing Authorization.

Data may be used to:

- verify eligibility and prize entries;

- administer the Challenge;

- prevent fraud and ensure program integrity;

- evaluate program effectiveness; and

- prepare aggregated or de-identified reports.

Participants who do not provide required data sharing authorization may not be eligible for prize drawings that depend on verified participation.

9. Participant Conduct

Participants agree to:

- provide accurate and truthful information;

- comply with all applicable laws and safety practices; and

- participate in good faith.

The Sponsor reserves the right to disqualify any participant who:

- submits false or misleading information;

- attempts to manipulate the Challenge process;

- engages in fraudulent or abusive conduct; or

- otherwise violates these Official Rules.

10. Limitation of Liability

To the extent permitted by law, the Sponsor and its partners are not responsible for:

- technical failures or interruptions;

- inaccuracies or delays in third-party data systems;

- inability to access or participate in the Challenge;

- incomplete or inaccurate data generated by third-party services.

Participants assume responsibility for their participation in slugging and related activities.

11. Transportation Disclaimer

The Challenge does not operate or control transportation services.

Slugging is a voluntary, participant-driven activity. The Sponsor does not guarantee the availability, safety, or reliability of rides.

12. Modification or Termination

The Sponsor reserves the right to modify, suspend, or terminate the Challenge if necessary due to:

- technical issues;

- fraud or abuse;

- legal requirements; or

- operational considerations.

Any changes will be communicated on slugi66.com.

13. Governing Law

These Official Rules are governed by the laws of the Commonwealth of Virginia.
